Scripting error when trying to empty the recycle bin

Clicking on the "Empty Recycle Bin" button in explorer brings up a scripting
error dialog box

Error Invalid procedure call or argument
URL file://D:\WINNT\Web\recycle.htt
Do you want to keep running scripts on this page

To empty it I have to right click on the Recycle Bin folder in the left pane
and select Empty Recycle Bin. Any idea what could cause this?
I'm running Windows 2000 Pro (5.0, Build 2195) with SP4.
