Saving problems(Intentional Pop-ups don't pop-up)

=P Alright, this started... well, a month ago when my auntie cleared
everything on Windows because it jammed the internet connection. Actually, it
was a few weeks after that.

I was making my own site, and I wanted to upload that picture I have in my
picture folder. I clicked "upload" and it imediately froze the comp. The
upload pop-up didn't even appear once. I had to excruciatingly reboot the
comp. I tried again to upload, then nothing. I was like "It'll go away".
Guess what? It didn't.

There is this site called Gaiaonline. Where you can dress your character.. I
wanted to make a wishlist image to put in my signature under my forum posts,
so I can track my status.

I made a banner, and then, after the long search for a perfect picture, I
had it. I clicked "save" Only, the 'Save as" pop-up didn't pop-up. It froze
the Paint Program.

I tried again and again. If I don't keep the program open, my precious work
will be erased! (I'm doing so at this very moment) Please help! ;_;

Info, if that helps: I'm using Verizon Internet Explorer, with a newly
downloaded Yahoo Toolbar.

The language pacts aren't installed as they should be.

Windows Messenger is annoying, I never signed up for it anyway.

This comp(Dell Windows XP) is about 3 years old.

Gaiaonline takes very long to load, even on new comps.

Programs can open, but the intentional pop-ups(Save, Send, Open) can not.

Once a week, I do Spyware clean-up, Antivirus sacn, and disk cleanup. I
always get the same infection..

I don't really know about all this tech stuff, so that is why I'm speaking
Simple English. ^_^

Drgngurl.hotmail is my auntie's mail adress... I think. That's what it says
in the Windows Messenger..

The Yahoo toolbar may be blocking pop-up windows, whether or not you have
the pop-up blocker enabled. Disable the Yahoo pop-up blocker. If it's not
enabled, uninstall the Yahoo toolbar from Control Panel> Add/remove
programs.

Which infection keeps recurring?
