Run a program without being administrator

    Here's my problem. We have a network and PC s attached are running xp. Have
    limited access right of everyone to power users. Have removable flash drives
    that users require and have encrypted them. However for the documents/files
    to be encrypted a file on the flash drive needs to be run by the user
    verytime it is used. The problem is that the user can not run the program
    without being an administrator. Is there way that the user can run this
    encryption program without being an administrator.

    ANY HELP WOULD BE VERY WELCOME
