rstrui.exe (system restore) and msconfig.exe

I installed sp1 and sp1a on XP home and shorlty after I
noticed that I had lost both these files and would like
to know what is the simplest way to get them back in my
PC. Is running the XPHome install the only way to get
System Restore and msconfig to work again?
