Rollup 1 sp4 not reconized

When I install Rollup 1 by using MS update, the event manager show a
successful install; but rerunning MS update insists that it needs to be
installed.

I have tried downloading the update manually and installing; same result.

I have tried clearing the download folder, temp. folder and IE cache; same
result.

1. Is there a fix for this problem?
2. Is there a list of files that the rollup update - so that I can
crosscheck to see if the proper files are installed?
3. That does Window update check to see if this rollup is installed?

Any help would be appreciated.

Jeezz! Microsoft has now gone totally over the top - perhaps not for those
with broadband (free) internet access, but certainly for those of us who use
dial-up connections it is way over the top!

Try to register for a .NET passport, and the server says this:

We're unable to complete your request
The Passport Network is experiencing technical difficulties. Please try
again later.

DUH! DOUBLE DUH!!

How often have I asked Microsoft to mirror the update site around the
world? I see there's a "Update Rollup 1 for Windows 2000 Service Pack 4"
(KB891861) but it's 31.2 MB and will take over 11 hours to download. There
is no remove option any longer and if one accepts the "Install updates" the
download size is 52.4MB and the estimated download time at my connection
speed is 19 hours and 53 minutes. Who has that amount of time to be
connected to the internet waiting on Microsoft's server in Redmond to concur
with the request and download 52.4MB of information to my PC?

Why does M$ not offer a CD option? Get the updates on a CD? Huh?
