Windows XP Restrictions that prevent you from logging on

I have to use windows xp professional for a till system that I have. I have an application that uses telnet to connect but telnet cannot work as I get the message that the account has restrictions that prevent you from logging on. Please try again later.

Has anyone else had this message and how was it solved please. Many thanks
