Restart Button on Taskbar does not automatically restart after shut down

The Restart Button which appears when you click on Start in
the Taskbar merely shuts down the laptop, and I have to
manually start up again to load windows. This has been
happening ever since I clean-reinstalled Windows XP Pro
after doing a full format of the C drive. Even during the
installation, all intermediate shutdown and start operations
showed the same behaviour, and every time I had to press the
start button after a shut down, Otherwise the laptop is
performing fine. Can someone please advise how to rectify
the fault? Many thanks in advance.
