Remote connection VERY slow when connecting to Exchange server

I am trying to connect to the Exchange server via a laptop
that has been setup to use a dialup connection. While
using Windows 2000Pro the connection to Exchange server
takes less then a minute to connect via Outlook. I try
with an other laptop that has Windows XP in the same
fashion and the connection takes over 4 minutes via
Outlook.

Can anyone shed any light in this issue or post anything
that I might be able to check in the confguration
settings?

DNS settings the same?
DNS Suffix search order the same?
Same version of Outlook?
QoS gone on XP?
Same modem (brand/etc) getting the same connection speeds?

Yes, DNS Setting is the same
Added Exhange, DC entry in HOSTS file on local machine
Yes, QOS is gone on XP
Only one DNS Suffix
Yes, same version of Outlook
Modem speed: WIN2K is 44kbps and XP is 37kpbs
