Remote Access Connection Manager Problem

I have recently replaced my motherboard plus reloaded software and updates.
Except for 'one' problem, all is working fine. On the DSL connection, some
web pages won't open. I get '2' error messages on Event Viewer:
1. The Remote Access Connection Manager Service terminated with the
following error: ACCESS DENIED.
2. The Remote Access Connection Manager Service failed to start because it
could not create buffers.

I've done a search on Microsoft as well as here and cannot find a solution.
Can/will someone assist me with this?
