Registry Mod to allow programs to write to registry in WinXP

I am configuring some computers running Windows XP
Professional for installation and need to allow normal
users to write to the registry when some programs are
run. I can do this by granting them Power user rights,
but I would rather not. There was an KB article on the
registry modification I saw about a year ago, but I can't
find it now. Does anyone know the article number for this
or the procedure?

Start->Run->regedit
Select folder and/or key to change
From menu, select Edit, Permissions and adjust to your hearts desire.
Beware, not only is editing the registry dangerous, but editing the
security permissions within the registry just added 10 levels of
danger.
