Registry Key permissions not available to Administrator

I'm trying to install the client portion of Symantec Anti-Virus Corp. Ed. 8.0 ( I know...8.1 is out, and we'll be getting it soon.) Symantec says that 8.0 runs under XP Pro, however every time I try to install it, it says that something has interrupted the installation and to try again later

I have deleted the Symantec registry keys. There are no previous versions installed. I've had a few flakey Registry Key problems (Trying to access HKLM/Software/Intel gives me grief until I take control of it as Administrator and give myself permissions...there are several keys like that, and I don't seem to be able to set a blanket policy for HKLM, or any of the other root keys.) There's no competing AV software, and no viruses. Checked the hard drive, it's OK, ran SFC and it didn't find any problems either.

It ALMOST looks like a security policy problem, but damned if I can find it. Any suggestions?

I recommend you check out the Symantec FAQs.

Possibly you could try applying the Registy portion of
the installation settings. This is a little drastic so you
may want to exhaust alternatives first.

Restore XP to installation Security Defaults
for Pro see: http://support.microsoft.com/?id=313222
