Record to USB

Hi
I am looking to buy a HD receiver which receives CanalDigital from the Netherlands.
I have found an M7 receiver with internal HD at 245 Euros.
A cheaper alternative is where you plug in a USB stick and record to that.
Q. If I record to the USB and plug into my desktop can I copy to a DVD.
Q. Will the quality of the recording be affected.

A lot of HD broadcasts are encrypted now so you can't record them..

That said I'm not sure if our European cousins from the Netherlands encrypt there recordings or not..
