Well, what do you expect Word to do? You can't put 10 lbs. of stuff in a
five-pound sack.

Isn't that what you said it did--split the row off from the heading row?
Interesting side effect if the table has a header that is set to
repeat. When the table gets to the point where the header + first row
will not fit on the table, the row moved to the enxt page leaving a
header with no body on the previous page. The header is also repeated
on the next page.
