RAS dial in on 2003 and static IP

Hello group,
I am needing some help. I have a win 2003 running RAS for dial in
only. I need to be able to have my users dial in with their laptops set
to a static ip. I just need the RAS to authenticate the user. I can't
seem to find where I can allow this.
