Programs Take a long time to start on WXP PRO

After starting my CPU with Windows XP Pro, I double-click on my Outlook
icon, any games, internet explorer, connection, or any other program icon
for that matter, and it takes anywhere from
1-6 minutes for the program to start. This Problem Has been Present since
the first time I Installed the WXP..
Pentium 4 1.7 GHZ --- 256 RAM--- 40 GB (25 gb free)----Internet Dial UP
Connection----

Any ideas on why this is?
