Preparing to Send/Receive for a LONG time

Windows XP Pro SP2
Microsoft Outlook 2003 SP2 as part of Office 2003 Small business edition

I have a user having trouble sending email. The send receive status says
preparing to send and receive for a long time, like more than a minute even
if there is nothing in the outbox. He originally had messages in the outbox,
but I had him move them to drafts and click send receive and it keeps saying
prepare to send and receive. He is definitely online. Any suggestions on
where to go with this one?
