Powering up a mothboard

I have a several old motherboards and power supplies. I tried powering them
up without mounting each one in a case. I installed some memory, a video
adapter, connected the monitor and plugged in the power but non of them will
boot. The fan on the CPU spins up. I tested the output voltages on the power
supply. What am I missing???

If this is an ATX supply you need to connect some wires on the motherhboard
to a switch to turn it on.

Or just short the mobo power switch header with a screwdriver..

Touch the CPU. Is it warm? If not suspect a dead (or several dead) CPU(s).

I had an older epox board. The power supply had 2 connectors to the
motherboard. One was the standard ATX 20 pin power connector then there was
another 3 pin connector that I think uploaded power to a fan in the the
power supply.

The system would not turn on until, I connect the 3 pin connector from the
power supply to the board. It connected to one of the fan pins (i.e., Fan
3). I have since built about 10 more systems and never had to make this
connection with the more modern boards and power supplies.
