How can I pervent my computer's "Turn Off" button from
acting like the "Restart" button? In other words,
clicking on the Turn Off button will shut down the
computer but it will start up again immediately after
shut down.

Control Panel>Power Options.
Advanced tab.
Power Buttons.
Set the action desired for your power switch.
