popups kill rollovers

I have noticed that when I am on a site with rollover images, usually
preloaded, and then open a popup window, or even start browsing in a new
window, when I go back to the original window all the rollover images need
to reload again before they work.

As they are already loaded I don't understand why IE thinks they need to be
reloaded.

I have tried all the variations in tools>internet options>general>temporary
internet files>settings, and the only way I can stop this from happening is
if I select "never" for "check for newer versions of stored pages". At the
very least I would like IE to at least check whenever I open it for the
first time.

It is as if every time I open a popup or new window IE thinks it is opening
for the first time and needs to check for newer versions even though it is
already running.

Is this standard behaviour? If so it is not good.

Can anybody tell me if there is another setting which maybe I have missed?

I am using IE 6.0.28 on Win98se.
