Please Help: Video & audio playback becomes choppy after WinXP SP1a update

I have WinXP professional and recently updated it with
Service Pack 1a. Everything works fine except I notice
the start up and respond time is much slower than before.
The worst part is that when trying to playback video clips
such as AVI and MPEG files using Windows Media Player or
3rd party video software (e.g. WinDVD, ArcSoft ShowBiz,
etc.), the playback becomes choppy (i.e. it plays for 5
seconds and then pause and then play again and then pause).
The only one software not affected by it is Sonic Cinematic
DVD player if it is playing DVD movie. The choppy effect
still happened when the Cinematic player is used to play
AVI and MPEG video clips. Any clue what is going on with
the WinXP SP1a update ? How can I fix the problem ?

PC info: 1.7MHz P4 CPU with 512MB DDR on WinXP Pro + SP1a
Media tried: AVI clips from my Canon S400 that play
normally before the SP1a upgrade. MPEG clips that were
created by Video edition software that combines the AVI
clips. Regular DVD movies.

I find the answer. It is in MS Knowledge base article
331958. However, I don't have access to the hotfix and
it is not available for download in MS site/KB. Can some
kind person in MS email me the XP hotfix ?
