Photoshop to Powerpoint, How do I apply a custom designed template

I have created a custom background for my company using Photoshop and saved
it as a jpeg. It is the correct dimension for a PPT slide (1500x1125 pixels
or 10"x7.5"). I can bring it into Powerpoint and save it as a .pot, but it
remains a moveable object (a picture) as opposed to being a static background
design. How can I truly apply this as a Design Template?
