Password Problems When Changing a Domain Password

I have Windows XP users who are unable to change their
domain passwords. We are running Windows 2000 server.
Has anyone experienced this problem.

Well, a little vague there..

How are they changing them?
Are they changing them on the last day available for them to change them?
Is Exchange involved in any way?
Can they change their passwords through that interface if it is?
