Overclocking CPU: Is it better to have a higher multi or bus speed?

As the title says really. Is it better to have a higher multiplier or bus speed?

E.g: 23x multi with 175Mhz bus = 4025Mhz or you could do 21x190 and get 3990Mhz which is a 35Mhz difference you wouldn't notice but is it better to have a higher multi or bus like I said? I'm clueless even after many google attempts.

Ahh makes sense, you increase bus which in turn increases memory where as if you do multi its purely on the CPU. So multi will be more stable but bus will increase speed overall.
