Outlook Rules Deactivated - No Rules Present?

Hi, I'm receiving the error message:

"One or more rules could not be uploaded to Exchange
Server and have been deactivated. This could be because
some of the parameters are not supported or there is
insufficient space to store all of your rules."

I looked online for solutions, but the only one I could
find is that there are "too many rules". However, I'm
only trying to setup ONE rule - there is only ONE rule in
total for this user. Other users can setup rules fine, I
don't get this message.

I'm using Outlook 2002 w/ Exchange 2002 SP3 on a LAN
direct connection.

Does anybody know if this is a mailbox limitation/setup?
Only this one user is having this problem. I saw
something about a MAPI utility to delete all rules, out
of office, etc. - I tried to run it but it's hard to
decipher.

What all is in the one rule? the limit is based on size - 32kb. Normally
this allows about 30 -40 fairly simple rules, but if they have a lot of
names in the rule or exception it might be too big.
