Outlook re-install start error (0xc0000409)

Due to a disk failure I have had to rebuild my system, and had backup of my
Outlook data files. I loaded Outlook along with the entire Office package.

When trying to start Outlook I get an error in a box titled
"CiceroUIWndFrame: Outlook.exe - Application Error" The message reads "The
exception unknown software exception (0xc0000409) occurred at location
0x7885ff84". The application hangs and eventually stops.

Other bits:
- There is another documents folder in the "Documents and Settings"
directory from another attempted install called "Steve" that is locked and I
cannot remove. The other that has my live data is called Steve.(system name)
- A "Configuring Outlook" window opens, says "Creating welcome message" and
it does indeed send a test message that I have received with Outlook Express.
- Set up did previously allow me to create a (obviously valid) pop3 mail
account.
- I have found and run scanreg against the saved .pst file and it did say
it found errors and corrected them. However there was no change in the
startup problem.
- I have tried the safe mode start and rebuild install several times - same
results

Any help is appreciated.

Well it looks like I came up with a stumper.

FYI - my solution was to load Outlook to its own directory in
"Applications", NOT under the "Microsoft Office" directory where it was
previously.

Problem gone. Probably not solved, but we cannot always be fussy.
