Outlook Mailbox Cleanup popup when mailbox full

I recreated my profile due to some issues I was having, and now when my mailbox is over the size limit set by the system administrator, the Mailbox Cleanup window (Outlook 2003) no longer pops up when attempting to send an email that cannot be sent without exceeding my limit. Instead the email appears to send and I later receive an email from the System Administrator account letting me know that the email could not be sent due to my size limit.

How can I make the Mailbox Cleanup box appear when attempting to send email that will put my mailbox over the size limit?
