Does anyone have any idea why Outlook keeps claiming it wasn't closed
properly and scanning all its folders each time I open it?

It has started giving me this error message when it is actually running and
just started the scan all by itself now when i pressed FIND!

I have tried compacting, deleting excess files and running a full scanpst on
all folders with Outlook closed but this didn't help.

Outlook does this when it doesn't close properly. Some add-in might be
preventing it from closing properly, so the first step is to disable
them all. If you have a PocketPC, Palm, etc and sync it with Outlook,
then the syncing software might keep Outlook open (with no UI displayed)
while the device is in the cradle/connected to the PC. I know that
ActiveSync (PocketPC) does this.

In my case I always close Outlook correctly but still get the error at
startup.

Then it didn't really close. Did Task Manager verify that there was no
longer any OUTLOOK.EXE processes?

Yes, and there arent any add-ins on my system AND it often does it after a
complete hard reboot!
