Outlook Express Error 0x8007000E

I was using outlook express and had a couple other windows
open. I've done this before without any problem. Anyway,
I received an error that I was out of memory, so I tried
to close OE. My computer froze up on me, so I was forced
to do ctrl-alt-del. That didn't work, so I just shut it
off and restarted.

Anyway, I checked my system resources at that time, and it
said they were 73% free (just after restart). Then i
tried to open OE and received the following message:

"Outlook Express could not be started. The application
was unable to open the Outlook Express message store.
Your computer may be out of memory or your disk is full.
Contact Microsoft support for further assistance.
(0x8007000E)."

I clicked OK, then received this message:

"Outlook Express could not be started because MSOE.DLL
could not be initialized. Outlook Express may not be
installed correctly."

I am running windows 98. I do have a LOT of email files,
which I probably should go through.

I found an article on MS support site that suggested that
*.dbx files should not be set at read-only and so I went
through all 194 of mine, and none were set to read-only.

I know I have a lot of files and folders in my OE, but not
194. And some looked to be folders I do not have any
more - maybe from a previous email account or ones that
have been deleted?

Anyway:

1. What is the problem with OE - what do I need to do? I
do have Internet Explorer version 6.0. The properties for
OE say it is file version 6.00.2800.1123

2. What will happen if I delete a *.dbx file that I know
I no longer am using?

97/98/2000/2002/2003 from the Office suite of products. Outlook
Express is actually a separate program despite the similar name.

For help with your OE questions, try an OE newsgroup such as
microsoft.public.windows.inetexplorer.ie6_outlookexpress (for OE 6), or
an OE help website such as http://insideOE.tomsterdam.com. If you're
accessing the Microsoft newsgroups through the MS Product Support
Services "Community Newsgroups" web interface, click
http://communities.microsoft.com/newsgroups/default.asp?icp=InternetExplorer
to get to the Internet Explorer groups, then click the plus sign next to
your version of IE to see the link to the Outlook Express group for that
