This issue may occur because of various reasons. Let us try the following
troubleshooting steps to see if they are helpful in resolving this problem:

NOTE: Before trying my suggestion, please backup your .pst files on your
computer
by performing the following steps:

1. Click "Data File Management" in the "File" menu of Outlook
2. In the data file list, click each item and click the "Open Folder"
button.
3. Copy all the data file to a new folder for backup.

For more information on how to backup the .pst files, please refer to the
following
Knowledge Base (KB) article:

287070 OL2002: How to Back Up, Restore, or Move Outlook Data
http://support.microsoft.com/?id=287070

Note: This article also applies to Outlook 2003.

Step #1 Temporarily uninstall anti-virus applications
==================================
Some similar issues were reported to be caused by the anti-virus software,
so
please first uninstall all of the anti-virus software on your computer.

Note: You can reinstall the anti-virus software after our troubleshooting.

Step #2 Start Outlook using /safe
======================
1. Click Start, and click Run.
2. In the Open box, type: "Outlook /safe" (without the quotation marks)
There is a
space character between Outlook and the forward slash (/).
3. Click OK.

Now, please check if Outlook also hangs in Outlook Safe Mode.

If the problem does not occur
------------------------------
1. Please select "Tools" -> "Options" -> "Other" -> "Advanced Options" ->
"Add-In
Manager" and then clear all the checkboxes, add one check back each time to
the
list of Add-In, restart Outlook, and repeat the above procedure. Once the
issue
reappears again, we can determine which add-in causes this problem and then
disable
it.

2. Please locate and rename each of them after closing Outlook. If multiple
copies
are found, rename all of them. (For example rename Extend.dat to
Extend.old).

Extend.dat, Outcmd.dat, Frmcache.dat, views.dat (this is an alternate file
which
you may not find)

Note: Since these files may be hidden, please expand ¡°More Advance
Options" in the
Search windows and ensure the first three options are selected.

Step #3 Create a new profile
==================

This issue may be related to a corrupted profile. We can create a new
profile to
have a try. To create a new Outlook profile, please refer to the following
Microsoft Knowledge Base (KB) article:

287072 OL2002: How to Create a New E-mail Profile for Outlook
http://support.microsoft.com/?id=287072

Note: This article also applies to Outlook 2003.

Then start Outlook in this new profile and send a test message to see if
the
problem ceases. If so, you can go to "File" menu->"Open"->"Outlook Data
File" to
open your original PST file so you can access your old data in this new
profile.

Please perform the above steps and let me know the results at your earliest
convenience. If anything above is unclear, please feel free to contact me
at any
time. It is my pleasure to be of assistance.

Regards,
Subbu
