outlook 2003, cant attach file to attachment window

I cant attach files to the attachment window in OUTGOING emails only to the
body of the message.
The attachment window does not even show.
Is this a fault in the program or simple user error.
Drop down menus do not help.
All attachmnets go to body of message.

Change the message format to Plain Text or HTML.

By doing this i lose the information from my email signature.
Is ther not another way?

I would recommend an email signature in HTML instead.

I don't know of another way. Doesn't mean there isn't one of course.
