Outlook 2003 and Vista - fxsext32.dll issue

Hello,
I'm new to newsgroups so please forgive any inadvertent
netiquette breaches. My recent upgrade to Vista has only left me with one
remaining issue. When I use Outlook I can send and receive e-mail but I
frequently get an error message saying: "The add in
C:\WINDOWS\system32\fxsext32.dll could not be installed or loaded." I
successfully ran detect and repair re-installing two .cabs but the problem
persists.
Here's my first question about this is - this newsgroup even the
appropriate place to ask for help?
My second question is where do you guys find the best results on the web
when you need software assistance. Microsoft is the only software I purchase
that I can't either get quick, free chat tech support from or an e-mail
solution from. What forums, websites or newsgroups to you all go to.
My last question goes back to my Office Outlook issue above. It may be a
while before I upgrade to Office 2007 so I'd like to see about fixing it
rather than relying on Windows Mail.

The message means you have enabled an Exchange Fax add-in that you must now
disable. Only you could know how you managed to do so. Outlook did not do
this all by itself.

Goto Tools>Options>Other>Advanced Options...>Add-In Manager...Uncheck Fax
Extension. Close all windows.

Vista Update just installed an Outlook 2003 update on May 9th, 2007 on my
Vista Home Premium system. The error msg showed up after this update. I did
not go into Outlook and activate FaxExtensions. You can either fix it by
following the above or go into your Add/Remove Programs and uninstall the
Outlook update (not recommended). This is one of the most frustrating and
ugliest Outlook issues I have ever seen. Finding the Add-In Manager within
Outlook 2003 wasn't the easiest task I have ever accomplished. Making a
hole-in-one at a golf course would have been easier.... I'm surprised by
reviewing posts made by MVP-Outlook "experts", like Russ Valentine, the fix
above wasn't mentioned as THE fix for this error msg. At least Russ knew it
revolved around a Fax add-in. Even Googling the error msg provided links to
several tech sites that could not solve this problem.

That fix does not work for most users since that Add-in does not exist. The
only fix that works if to find and rename extend.dat. Microsoft likes to
pretend that upgrade installations work, but they rarely do.

I disagree that Outlook does not switch on the Exchange add-in itself - I just recently upgraded from office 2003 to 2007 and only after having done that did I start getting the fxsext32.dll error. I searched my entire machine for the file, couldn't find it, then after reading the post on this blog indicating that it relates to an Exchange add-in, I switched off the only Exchange add-in I could find however this has not solved my problem. The error still pops up every time I select to do a new email.

bottom line is I did not activate the exchange add-in or whatever add-in is causing the problem - I feel that it is a compatibility issue somewhere between something I had installed before I moved to Office 2007 and Office 2007.
