I need to modify the "Always send a response" option. It's
grayed out- how can I get around this. The path I use to
get here is outlook/tools/email options/tracking
options ..bottom of the page

Are you in a corporate environment or a home user? In the case of the first
contact your administrator to verify whether or not it's set as a policy.

I am the administrator in a mixed environment. I've been
able to make this change on my Outlook 2003 & XP clients
at each machine. It's the Outlook 2000's that are slowing
me. We are in an Exchange 5.5 shop, would that override
the Outlook settings?

No, it's an Outlook settings. At the moment it looks to me you've configured
a policy for it somewhere. Since policies are per version it explains why it
isn't set on the other versions of Outlook.
