Operating system not configured to run application

Just re-installed office products in XP Home Edition and get the message -
"Operating System not presently configured to run application"

What could be the issue? How do I configure the op sys to run the
applications?

Yes, it still happens.
We re-binstalled because the system had to be re-built.
My sister had some tech guy re-build it but he did not re-install the
software.

I tried to re-install office and now we get this message.

Did he do a repair installation of the operating system? If not, then that
needs to be done first.
