open a file with "send to" or drag to icon

Hi
I noticed some strange behavior when I right click on a data file (e.g.
xxx.jpg) and select via the "send to" command the appropriate program.
When I select an older program (e.g. IrfanView or Corel 9) it works as I
was used to in W98, but if I select a newer program (Corel 11)
absolutely nothing happens.
The same happens with a text file: on Word97 or Notepad or other editors
it works while on Word2000 it doesn't.
Exactly the same happens if I drag a data file on the corresponding
progran icon on desktop.

Is there some hidden setting I missed?
