One or more rules could not be uploaded to Exchange server and have been deactivated.

We are running Exchange 2003 and we have a problem with just one user
receiving the following error:

One or more rules could not be uploaded to Exchange server and have
been deactivated. This could be because some of the parameters are not
supported or there is insufficient space to store all your rules.

I already checked the following MS KB and it does not apply:
http://support.microsoft.com/?kbid=886616
This user does not have too many rules - this happens with just 2-3
very small rules.

Furthermore we are able to activate the rules on another computer.
I setup this users profile on my computer (admin) and logged in.
I was able to activate the rules without any problems.
When user reopened Outlook on his computer all the rules were active
but when he tried to add a new rule he once again got the error and I
once again was able to activate it from my computer.

So it looks like its not an exchange issue (size limit is fine) and
there are no hidden messages.
Something on the computer is causing this but I cant figure out what.
Does anyone have some suggestions regarding this?
