OL2003 - Rules - Move based on account not working

I have three POP3 accounts setup in Outlook 2003 each from different
providers. So, I created two rules to move the email based on
specified account to other folders to separate the email based on
account. So, my default account goes into the Inbox and the other
accounts go into their own specific folders.

When I setup the rules I choose "through the specified account" in the
"condition" section then specify the account. Then choose "move it to
the specified folder" in the "what to do with the message" section
then specify the folder to move it to. I then click finish at which
time it shows the correct rule in the rule description at the bottom
of the screen. However, when I click APPLY it changes the Account I
specified in the rule to the DEFAULT account which is NOT the account
I want to move mail for...

Is this a known or potential bug? Is their some kind of workaround or
other way to accomplish this same task?

Please help...

I have the same setup except my rules only run manually.
There must be some kind of bug. Hopefully someone can
shed some light on this.
