Offline folders: Some files always sync even if not changed

I have a client who has 25Gb in offline folders. When logging off, even
if right after a logon some files sync. This can make the logoff take
some time. Can anyone either solve this or explain how offline folders
work in some depth. Some of the files that sync are just jpgs

Untick "Synchronise all offline files before logging off" from the Offline
Files tab of Folder Options.

But not all the 25Gb syncs just some files (oddly enough the same files
everytime from what I can make out).

I use the same settings on all computers and this behaviour is only
occuring on a few.
