Offline Contacts in Outlook 2002

is it possible to have your global address list on an
exchange server made available to users offline
using .ost files?

Only if the user creates a contact entry for each GAL address. Normally, the GAL is made available to offline users as the offline address book.

You set it up in Exchange (details vary with the version), then the user downloads it as part of the synchronization process.
