Windows XP Office 2003 askes for licence acceptance everytime an office app is used

I had to restore a PC running XP Pro SP2 from the recovery partition. Having done so I had to re-register the Office suite installed on it (Office 2003 Basic Edition).
I had to register the software via the telephone as I do not have the original Cds.
This went fine.

Problem is, every time I open any office app I get a dialog box saying I must accept the licence agreement - If I decline the app will quit. I have accepted in every app and rebooted the PC. But still it appears

Any clues anyone?

My issue went one level lower! Group policy normally endows any authorised domain user admin rights on the PC, but I had rejoined the computer to the domain and ommitted to put it in the correct AU.
Hence GPO not applied > user not admin > problem as posted.
