NutCracker Service failed to start on WinXP

Hello,

When I install Rational Rose Enterprise Edition 2003 on WinXP (Admin
privileges), I have an error message:

"Error 1920. Service NutCRACKERService failed to start. Verify that
you have
sufficient privileges to start system services."
How to fix this error?
