Notepad not working correctly

When I log in, I get an error:

"The application failed to initialize properly
0xc0000142. Click OK to terminate program"

I don't know if this is related, but my Notepad will ONLY
work by going into the windows folder and opening it from
there. I know there should be another copy of
notepad.exe in WINDOWS/SYSTEM32/dllchache but after
unhiding the folders, I see no "dllchache" folder at
all. When I try and create one, it says a "dllcache"
folder exists although I cant find it.

This problem is preventing new software/drivers from
being able to be loaded.

How to fix???

Number of issues....

To view the dllcache folder.....
(In Windows Explorer) Tools > Folder Options > View > Uncheck "Hide
protected operating system files (Recommended)"

Notepad....
Try right-clicking and dragging the notepad file from the Windows folder to
your desktop and choosing "Create shortcut here" from the menu that pops up

Have a look at your startup programs to troubleshoot the application failure
message
start > run > msconfig > "startup". Make sure you can identify each program
starting up (search on Google with the name if necessary).
