Not getting internet connection through IE. But able to ping through command prompt

Hi,

I have HP Pavilion a1000y desktop with Windows XP Home OS and IE
version 6.0. I had used my this desktop smoothly for almost a year
using dial up. Now I have disconnected dial up and taken High speed
cable service.
My laptop is working fine with cable but when I use this desktop,
I always get 'page cannot be displayed' message while trying to access
any site through IE. But at the same time I successfully ping my ISP
server and all other servers like yahoo, google. It means there is no
problem with ISP cable connectivity. I have tried all options like,
checking configuration settings, internet connection settings,
disabiling firewall, uninstalling security suites, recoverying the PC
settings back to the factory setting etc. But still I have same
problem. "I'm able to ping through command prompt but not getting page
through IE".

Can someone guide me what the reason could be and how to fix the
problem. I'm surprise even I recover the PC to factory settings, the
problem persist, but my warranty with HP is already expired.

Can anybody please help me in sorting out this problem?

WinXP SP2: You can go to Start | Run and type
CMD
In the command window type
netsh winsock reset
