In SP2, you need to check the box that says show Hotfix Updates

Blake, if this about SP2, we have been through this entire question and
answer already on the thread SP2 RC2.
If if not, if this is the system with the damaged install of SP2 then this
may well be a follow on effect.
You were recommended to reinstall you system.

Oh, and Blake, try this:

First, check which version you are running. Right click on My Computer
and click Properties. If you see version 2149, then try this;

%windir%\$NTServicePackUninstall$\spuninst\spuninst.exe

If it is 2600, you don't have SP2 installed
