'no entry' sign on my junk email and an empty junk email box?

I have recently had my junk email box overlayed with an extra envelope with a
no-entry sign and nothing is coming into my junk email box at all. Also -
for some reason - all my facebook notifications were going into the junk
email box along with the odd professional email that had gone astray. Now
the box is just empty every day. So how do I get rid of the 'no entry' sign
and where are all my eamils?!

That "no entry" sign is the standard folder icon of the Junk E-mail folder.
It is similar in the way that the Inbox, Sent Items, Deleted Items, Drafts,
etc... folder have different icons; it doesn't mean anything else.

Which version of Outlook are you using?
Which mail account type are you using?
Is there a green number behind the Junk E-mail folder?
Have you verified your Junk E-mail settings to make sure you have not set it
to directly delete incoming Junk E-mail?
Tools-> Options-> button Junk E-mail...
