newbie: permission to create new file in SaveAs dialog

Hi,
Can anybody advise how to set (properties etc) the permissions of the Save
As dialog in order for the user to be able to not only overwrite (this i can
do) but to create a new file?
When i try to type a name that doesn't exist, a message tells me that i
don't have permissions to do something like that.

After experimenting with the properties box i managed to get it working.
