New Sub-Menu In Right Click Drop Down Menu

How is it that one is able to add a new command to this
menu? I've seen many companies do this with their new
software (such as WinZip) and many standard commands are
obviously their; I'ld like to add "New HTML File" and
have Notepad or another text-based editor open with a
blank file w/.html extension.
