My documents folder not accessible; Access denied

I have some user profiles where the my document folder is
not accessible to me. I have Domain Admin rights. I
cannot see it if I log in as Administrator either. This
doesn't happen on all users just on some. There doesn't
seem to be any pattern.

Because you're a domain admin, doesn't mean that you have NTFS permissions
to everything. It does, however, mean that you can give yourself
permissions to the directory and take ownership of it to do so.
