Multiple Users Able To Open Same Spreadsheet Simultaneously

We have a random problem that is happening where a user
will open an Excel spreadsheet (that is NOT set up as a
shared workbook) and is working on it and another user
will open the same file and doesn't get any "notify"
or "open as read only" messages. When the first user
tries to save their changes, they get a a save error.
The first user is running Win2000-Pro and the second user
is running WinXP-Pro. The file server is running Win2000-
Server. All users are using Office 2000. No one is
using offline files and I've only seen this happen with
Excel files, so far. Any help is appreciated! Thanks.

Does the unshared file simply reside on a shared drive, or
is the file "pushed" to the client desktops? Just
wondering, why not share the file and limit authorized
users with a password?

Maybe I didn't explain well enough, but the problem isn't
that a user is getting into a file that they shouldn't be
able to. The problem is that 2 users can open the same
file at the same time and not get any errors until they
try to save the file. Normally, they would get
a "FILENAME is locked for editing by USERNAME" and you
could choose to be notified when it's available and the
file would be opened as read-only. They both open it
with no messages...
