Msinstaller won't start. + Add Remove Programs window blank

Hi,
(Running Win 2000)
After installing Norton Antivirus 2003, I noticed that my Windows Add/Remove
programs window was either blank or gave an mshta error. The Microsoft
"fix" (run sfc /purgecache, then sfc/scannow) didn't help. The blank window
also apeared in Safe Mode. Also, when I later tried to reinstall the
Antivirus program (2003), it said that the Windows Installer service could
not be accessed- error 1719. By the way, I also "repaired" windows with the
2000 CD, to no avail. Any ideas?
