Msiexec Access Denied

Hello,

I try everuthing but i need help...
When i try to install some MSI, msiexec.exe just say ACCESS DENIED

So i tried to unregister it, i tried to reinstall v2.0 but my version is
3.0.3790.2180
so it said that my version is newer.

I tried to install SDK windows installer 3.0 but i can't because you need
Msiexec.exe for that...

So i'm desesperated....

could you help me ?

Suggestions:

Delete the contents in the Repository folder: System32/Wbem
Stop WMI under Services, if able.

Start/Run: msiexec /unregister
Start/Run: msiexec /register
Start/Run: regsvr32 msi.dll

It tried this but it didn't work.
system32\Msiexec.exe is inaccessible
when i try to replace it => same thing

the service is off
and when i try to reinstall Windows Installer 2.0 or 3.x RC2 beta, it says
to me that i have a newer version, so i can't install it.
